[4.13] Missing Azure File CSI NFS support

OCP 4.13 is missing Azure File CSI NFS support.
We are adding NFS support in 4.14 and the epic [1] was completed and verified by QE.


The NFS support did not require any code change in the driver nor operator.
As per RFE[2] there is a strong demand from both customers, ARO & IBM to make NFS supported in 4.13. 

Given there is no code change to backport, this bug is a test-only QE tracker to verify that NFS work as expected in OCP 4.13
