Set spec.i18n.loadType field for loading localization sources

      Description of problem:

      The `consoleplugin.yaml` does not contain the spec.i18n.loadType field to indicate that the ConsolePlugin contains localization sources. Setting the field to `Preload` will load all plugin's localization resources from the i18n namespace named after the dynamic plugin during loading.
