Description
Description of problem:
There was a refactor on origin for service tests that converts service load balancer to real invariant test[1]. This makes tests[2] that were previously skipped for openstack during upgrades[3] to be run even when on not upgrades. On jobs that run with proxy the consequence is that the test fail and the rest on the e2e suite is not run. We should keep trying to skip until we decide to enable that test for openstack.
