[RHOCP 4.12] Machine config keeps applying render because for NTO

      Description of problem:

      Issue is observed in bare metal cluster where node tuning operator is installed and custom performance profile is applied on nodes.

The MCO keeps trying to apply new tuning configurations on nodes and that causes reboots of node.

      Steps to Reproduce:

      1. Install an OCP cluster with bare metal installation
2. Install node tuning operator and create custom performance profiles for nodes.
3.

      Actual results:

      Nodes are getting rebooted as MCO tries to apply kernel configurations part of NTO.

      Expected results:

      Nodes should not reboot continously due to machine config
