kube-controller-manager pod in openshift-kube-controller-manager namespace keeps reporting "failed to synchronize namespace" these messages appear even though the namespace is long gone

      * Previously, when the `openshift-kube-controller-manager` namespace was deleted, the following error was logged repeatedly: `failed to synchronize namespace`.       Cause: Deletion of a namespace.
      Consequence: cluster-policy-controller keeps on logging "failed to synchronize namespace".
      Fix: Added a handler specific to namespace deletions.
      Result: Only useful logs are being logged.

      Description of problem:

      The kube-controller-manager pod in openshift-kube-controller-manager namespace keeps reporting "failed to synchronize namespace" after deleing the namespace.

      Actual results:

      The namespace has been deleted long ago, but we still  kube-controller-manager pod in openshift-kube-controller-manager namespace keeps reporting "failed to synchronize namespace"  

      Expected results:

      It's should not report for deleted namespace
