kube-controller-manager pod in openshift-kube-controller-manager namespace keeps reporting "failed to synchronize namespace" these messages appear even though the namespace is long gone

With this release, the error is no longer logged when the `openshift-kube-controller-manager` namespace is deleted. Consequence: cluster-policy-controller keeps on logging "failed to synchronize namespace". Fix: Added a handler specific to namespace deletions. Result: Only useful logs are being logged.
