      Description of problem:

      code PR https://github.com/openshift/aws-load-balancer-operator/pull/97/files

Currently users can configure ALBO by using the `ccoctl` library. But because of following reasons we need a documentation for configuring ALBO by using the AWS CLI on STS clusters:

-ccoctl is not available on some OSes (Mac, Windows)
-ccoctl doesn't provide a convenient way for the installation
-ccoctl is not transparent about the AWS permissions it takes from the user's AWS credentials
