      It's happening because the image can't be pulled:

      This test is not new, it started being detected in 4.15 because it was moved:

      Since this is an authenticated image, there's no point in mirroring it to our quay.io account.
      
      For now we're skipping this test to unblock the rebase. Please check whether we want this test to run in 4.15 and if we do, remove the skip openshift-hack/e2e/annotate/rules.go after fixing it.
