      This is a clone of issue OCPBUGS-198. The following is the description of the original issue:

      Description of problem:

      How reproducible:

      1. Scale down kuryr-controller
      2. Delete pod
      3. Scale up kuryr-controller

      Actual results:

      Kuryr-Controller fails to start and restarts on KuryrPort with no pod.
