[RHOCP4.10] VPA uninstall doesn't work as per document

      Description of problem:

      The VPA operator doesn't get uninstalled by following CLI commands from official documentation (https://docs.openshift.com/container-platform/4.10/nodes/pods/nodes-pods-vertical-autoscaler.html)

      How reproducible:

      Easy

      Steps to Reproduce:

      1. Install VPA operator from operator hub
2. Follow the steps from document to uninstall VPA operatorfrom CLI
3. Operator gets stuck in pending state, all resources are still present even after deletion

      Actual results:

      VPA operator doesn't get uninstalled.

      Expected results:

      VPA operator should get deleted
