configure-ovs.sh fails to configure extra bridge when using static IP

      Description of problem:

      When deploying OCP 4.12.4 BM IPI using static IPs, br-ex1 fails to come up. It tries 10 times and fails with:

Error: Connection activation failed: Failed to find a compatible device for this connection

Rolling back all the changes.

      4.12.4

      Consistently

      Steps to Reproduce:

      1. Configure install-config.yaml to use static IPs using NMState config.
2. Configure ovnk extra bridge to a VLAN.
2. Deploy cluster

      Actual results:

      Deployment fail after br-ex1 fails to come up.

      Expected results:

      br-ex1 and br-ex come up successfully.
