      e810 plugn should pass LocalMaxHoldoverOffse in ns (Could be both Max and min ), LocalHoldoverTimeout (in secs) abd MaxxInspecOffset (in ns) , For Holdover Transition and  HOLDOVER/LOCKED and FREERUN state from DPLL
