Creating pods sometimes takes a long time on OSP 17.1

    Description

      Description of problem:

      Sometimes it takes almost 3 minutes after launching a deployment with 2 pods for them to be ready.
At first it looked there was a problem with Neutron when trying to get a subnet ID
There should be more investigation regarding the cause of the issues
