Azure IPI deprovision unable to delete resource group. Network interface not dissociated from machine.

      Description of problem:

      Encountered this failure with Azure IPI deprovision in a CI test where a network interface wasn't dissociated from a machine which prevented deletion of the resource group. Searching the error "In order to delete the network interface, it must be dissociated from the resource." within https://search.ci.openshift.org/ this is the only occurrence within a 14d time period so I expect this to be a rare situation.

      How reproducible:

      Infrequent

      Steps to Reproduce:

      1. Deprovision IPI Azure cluster.
      2. In potentially rare case observe failure to delete resource group.
      

      Actual results:

      Resource group cannot be deleted

      Expected results:

      Resource group is deleted.
