Switching ovn gateway modes on IC takes substantial time

      Description of problem:

      Opening this bug to make dev aware, 

Switching to local or shared modes on IC on 6 nodes takes about 10-11 minutes

I am wondering this would be more than 150 minutes in case of 100 nodes?
