      This is a clone of issue OCPBUGS-16412. The following is the description of the original issue:

      Description of problem:

      When an enabled CGU specifies an invalid policy name or cluster name, the CGU cannot be deleted. 'oc delete cgu' fails to return.

      How reproducible:

      Always.

      Steps to Reproduce:

      1. Create a CGU specifying an invalid policy name. Set enable = true
      2. Note the CGU status NotAllManagedPoliciesExist   Missing managed policies: [<policy name>]
      3. Attempt to delete CGU: 'oc delete cgu <cguname>'
      4. oc delete command does not return. CGU must be edited to remove finalizers.

      Actual results:

      CGU fails to delete.

      Expected results:

      CGU deletes successfully.
