      Description of problem:

      Installing MicroShift V4.13.0 results in dependencies of new version being installed, e.g. microshift-networking from V4.13.4--> microshift 4.13.0 is using microshift-networking 4.13.4
      That is not expected, as this combindation probably has not been tested.

      # dnf install microshift-4.13.0
      
      Installing:

      Installing dependencies:
      microshift-networking                      x86_64           4.13.4-202306151138.p0.g9ceaa92.assembly.4.13.4.el9              rhocp-4.13-for-rhel-9-x86_64-rpms               25 k
       

      Steps to Reproduce:

      see above, dnf install a specific Z stream version.
      

      Actual results:

      see above

      Expected results:

      dependencies should be from same Z stream version, i.e. microshift-networking-4.13.0 in above example

      Additional info:

      same happens when ostree composing images, it seems to be wrong in the meta-data.
