Node addresses does not always have IPv6 address on dual-stack installations

      Description of problem:

      On clusters that are configured with dual-stack network the ipv4 and ipv6 addresses can be added to the main interface at different time, which results in the openshift node addresses not containing the v6 address. This is happening because the main interface needs to be configured with the network manager option may-fail:no for both IPv4 and IPv6, so NM will only consider both interfaces up if it has both addresses. The possible solutions are: create a network manager profile to configure the main interface or rely on kernelargs with ip=dhcp,dhcpv6.
