UPI baremetal RHCOS install requires a manual reboot when complete

      Description of problem:

      Documentation explaining how to install a user provisioned (UPI) cluster on baremetal has a step to install coreos on nodes booted from the coreos live iso, which then states "After RHCOS installs, the system reboots". 
      
      However, I am running through the steps and the nodes never auto reboot - I have had to manually restart each one (bootstrap and control planes).
