      This PR syncs with upstream stable branch and fixes multiple issues:
      - add annotation for real loadbalancer address (https://github.com/kubernetes/cloud-provider-openstack/pull/2112)
      - Implement automatic topology awareness for Manila share provisioning (https://github.com/kubernetes/cloud-provider-openstack/pull/2263)

      Description of problem:

      release-4.13 of openshift/cloud-provider-openstack is missing some commits that were backported in upstream project into the release-1.26 branch.
We should import them in our downstream fork.
