[OVN-IC] regression in podready latency at scale

pod ready latency with node-density (light) test on 120 OVN-IC node environment with 4.14.0-0.nightly-2023-06-30-131338 is 3.9 seconds while it was 1.77 seconds with earlier ovn image (quay.io/itssurya/dev-images:ic-scale-v0)
