      Description of problem:

      Currently, any CI jobs on any PRs raised against ironic-agent-image are failing

      Version-Release number of selected component (if applicable):

      4.14

      How reproducible:

      Always

      Steps to Reproduce:

      1. Raise a PR with a dummy DNM change against the repo
2. Wait for CI run
3. See it fail

      Actual results:

      CI always fails

      Expected results:

      CI should succeed given there's no actual code modification

      Additional info:

      The issue seems triggered by lack of udevadm command in the IPA container: CRITICAL ironic-python-agent [-] Unhandled error: FileNotFoundError: [Errno 2] No such file or directory: 'udevadm'
