      Description of problem:

      OpenShift SNO does not install

      Version-Release number of selected component (if applicable):

      4.12.22 + 4.13.4

      How reproducible:

      Every time

      Steps to Reproduce:

      1. Create SNO cluster via assisted installer
2. Process fails at 39%

      Actual results:

      Fail- Host etcd-1: updated status from installing-in-progress to error (Host failed to install because its installation stage Waiting for bootkube took longer than expected 1h0m0s)

      Expected results:

      Successful cluster install
