Description of problem:
Managed cluster views for precaching jobs not cleaned up

How reproducible:
Always
Steps to Reproduce:
1. Created a CGU with precaching enabled 2. Wait for precaching to complete 3.
Actual results:
Managed cluster view named "view-precache-job" in spoke namespace not cleaned up
Expected results:
Should be cleaned up as soon as precaching is done on the cluster
Additional info:
It used to be done after the whole CGU completes (including policy remediation). Now the expected behavior is cleanup on a per cluster basis as soon as precaching completes
