If openshift-install agent wait-for bootstrap-complete times out, we should check to see how many agents were booted and compare it to the number required. If we have less than the total then we can inform the user that the problem is caused by one or more of their hosts not being booted with the agent image.

This doesn't cover the full spectrum of things that could go wrong (AGENT-386 is for that) - for example, you could boot the right number of hosts but not the ones matching MAC addresses listed in agent-config - but it would catch a very common one without the need to reimplement all the logic of the ISO's scripts within the installer.
