The NNCP name should not be editable on web console

Steps to Reproduce:

1. install knmstate operator
2. login web console, Networking -> NodeNetworkConfigurationPolicy
3. create NNCP from form
4. click edit

Actual results:

the policy name is editable, although it doesn't work

Expected results:

the policy name should not be editable
