LocalStorageOperator does not create PersistentVolumes

      Description of problem:

      Local storage discovery is running, but LSO does not seem to provision the PVs to create the storage system on ODF

      How reproducible:

      All the time on customer's environment

      Steps to Reproduce:

      1. Deploy OCP on baremetal
      2. Install LSO and ODF operators
      3. Created LocalVolumeSet with volumeMode block
      

      Actual results:

      PersistentVolumes are not created from LocalVolumeSet CR

      Expected results:

      PVs should be created through LSO to allow ODF to be deployed

      Additional info:

      The same HW used contained an older OCP cluster before,  customer wiped all disks to remove old signatures (thrice, in fact - with dd, gdisk and  wipefs)
