LB and SG resource leak for rosa hypershift after cluster deleted

How reproducible:
100%
Steps to Reproduce:
1.Prepare a hosted rosa cluster 2.Waiting for all workers started 3.Create node pool to the cluster and wait for all workers started 4.Change cluster to private and then change it back 5.Delete the cluster 6.Delete the VPC prepared by customer
Actual results:
there will be SG and LB leak
Expected results:
No resource leak
