On x86_64 and ppc64le, the openvswitch user is supposed to be in the hugetblfs group. Originally this was done in the spec file using usermod but that caused sporadic failures during RHCOS compose. It has then been switched to use systemd-sysusers but the openvswitch user is hardcoded in hardcoded in the openshift/os repo and caused issues with systemd-sysusers.
