Getting the alert "V4SubnetAllocationThresholdExceeded" while subnet allocation is not more then 80%

      Description of problem:

      I am using 10.128.0.0/14 cidr with hostprefix /23 which allows adding 512 nodes, I added 6 nodes which is not 80% of 32, still he is getting V4SubnetAllocationThresholdExceeded alert.
This is with https://github.com/okd-project/okd/issues/594 fix integrated.

      4.13.0

      How reproducible:

      Always

      Steps to Reproduce:

      1.Install OCP 4.13.0 with OVN-kubernetes 
2.Add 6 worker nodes

      Actual results:

      Getting V4SubnetAllocationThresholdExceeded alert

      Expected results:

      Not getting alerts
