Dual stack clusters using redfish-virtualmedia do not work in dev-scripts

      Description of problem:

      Deploying clusters with the following configuration does not work:

      MIRROR_IMAGES=true
      IP_STACK=v4v6
      OPENSHIFT_RELEASE_STREAM=4.13
      BMC_DRIVER=redfish-virtualmedia

      This seems to be because dev-scripts defaults to a v6 provisioning network for all dual stack, which causes nodes to come up with only a v6 address for inspection. Because we only configure local registry access on v4, this means the nodes cannot pull images with only a v6 address.

      This came out of the investigation for https://issues.redhat.com/browse/OCPBUGS-14933 . It's not clear to me if fixing this will also fix that bug so I'm keeping them separate for the time being.
