Description
Description of problem:
We have identified an ongoing issue with the Kuryr Controller. The pod named "kuryr-controller-7bf6bdb559-ztmcn" is experiencing a continuous CrashLoopBackOff state.

4.12.21
How reproducible:
occurred during the latest CI run
Steps to Reproduce:
run the openshift-installer and it failed with the CrashLoopBackOff
Actual results:
The pod "kuryr-controller-7bf6bdb559-ztmcn" is stuck in a continuous CrashLoopBackOff state.
Expected results:
The Kuryr Controller pod should run without encountering a CrashLoopBackOff state and should remain in a stable running state.
