Update PTP Reference Configuration Across All Release from 4.14 to 4.10

The PTP reference configuration between RH / Intel / Ericsson and Verizon has been updated.  The agreed upon parameters are attached.  The update to the ZTP container will be linked.

WE need to update this to ensure all of our documentation follows this recommendation. 

This should be updated across all releases from 4.14 -> 4.10.
