ship updated rpm-ostree and skopeo

We need the 4.12 versions of rpm-ostree and skopeo shipped in 4.11.z.

This is going to look similar to https://issues.redhat.com/browse/ART-4777

I tested with the 4.12 versions i.e.

http://download.eng.bos.redhat.com/rcm-guest/puddles/RHAOS/plashets/4.12-el8/building/x86_64/os/Packages/skopeo-1.8.0-1.rhaos4.12.el8__x86_64/

and

http://download.eng.bos.redhat.com/rcm-guest/puddles/RHAOS/plashets/4.12-el8/building/x86_64/os/Packages/rpm-ostree-2022.10.94.g89f58028-2.el8__x86_64/

and that worked (alongside installing librhsm, but that will happen automatically via coreos-assembler when we add the new versions).
