Step 15 shows 3 ovnkube-master-XXX pods but it only show one

      Description of problem:

      Step 15c of etcd restore guide (https://docs.openshift.com/container-platform/4.12/backup_and_restore/control_plane_backup_and_restore/disaster_recovery/scenario-2-restoring-cluster-state.html) shows 3 ovnkube-master pods. However, in step 12, we deleted the non-recovery hosts, so we have only one control plane, hence only one ovnkube-master pod.
