    Description

      This is a clone of issue OCPBUGS-14458. The following is the description of the original issue:

      Description of problem:

      The MCD has a line starting in 4.13 to log state and reason, but it does so on every sync even if nothing is changed, unnecessarily spamming the daemon logs.

We fixed this only for 4.14 via a regular PR: https://github.com/openshift/machine-config-operator/pull/3588 . Opening this to backport to 4.13 as well.
