Description of problem:

In the section "Example load balancer configuration for clusters that are deployed with user-managed load balancers", we need to explain via a note that the users know the IP addresses of the masters before the OpenShift deployment, so they can configure HAproxy. Also, that right now we don't support Static IPs via IPI but it's in the roadmap.
