Validation information does not explain why cluster installation is unable to start

      Description of problem:

      Sometimes the cluster installation does not start and the validation information that the " "agent wait-for bootstrap-complete" command displays does not indicate why or is confusing.

      For example, in this customer case https://access.redhat.com/support/cases/#/case/03514966, the compact cluster failed to start installation. All three hosts are reported to be ready to be installed.

      Perhaps there is more information (validation_info and status_info columns) in the assisted-service db for either the cluster or hosts that will indicate why the installation cannot start.
