TALM does not differentiate between two policies with the same name but different namespaces. This results in non-deterministic selection of which of the two policies will be chosen for remediation. The issue only occurs when both policies are bound to the same cluster.

Always

1. Create two policies with the same name but in different namespaces
2. Bind both policies to the same cluster
3. Create and enable CGU with the named policy. 

TALM will select one of the two policies which matches the name to remediate

TALM should require (or at least allow) fully namespace qualified names for policies
