Description of problem:
Using OKD agent installer to install the SNO topology, the cluster fail

How reproducible:

Steps to Reproduce:
1. Try install sno using Okd agent installer 2. The install fail after the bootstrap starting and we can see the selinux.service fail
Actual results:
Selinux.service fail and the cluster install fail
