Description of problem:
IPI installation with platform.alibabacloud.tags cannot succeed, due to no securitygroup for given tags when creating worker machines

Steps to Reproduce:
1. "create install-config" 2. edit the install-config.yaml, to insert platform.alibabacloud.tags settings, along with other interested settings, for example, $ yq-3.3.0 r test1/install-config.yaml platform alibabacloud: region: us-east-1 resourceGroupID: rg-aek2wky7lxk4f5y tags: Owner: 'Installer-QE' Usage: 'OCP-installation-testing' $ yq-3.3.0 r test1/install-config.yaml credentialsMode Manual $ 3. "create manifests" 4. create the required credentials manually using "ccoctl", and then copy the credentials YAML files to <installation dir>/manifests directory 5. "create cluster"
Actual results:
The installation failed, without any worker machines launched, with error "failed to create instance: error getting security groups ID: no securitygroup for given tags not found".
Expected results:
The installation should succeed.
