IPI installation with platform.alibabacloud.tags cannot succeed, due to no securitygroup for given tags when creating worker machines

1. "create install-config"
2. edit the install-config.yaml, to insert platform.alibabacloud.tags settings, along with other interested settings, for example,

3. "create manifests"
4. create the required credentials manually using "ccoctl", and then copy the credentials YAML files to <installation dir>/manifests directory
5. "create cluster" 

The installation failed, without any worker machines launched, with error "failed to create instance: error getting security groups ID: no securitygroup for given tags not found".

The installation should succeed.
