Description of problem:

Downstream unit tests are not running since March 21st for over two months now

nowadays we only get: https://gcsweb-ci.apps.ci.l2s4.p1.openshiftapps.com/gcs/origin-ci-test/pr-logs/pull/openshift_ovn-kubernetes/1677/pull-ci-openshift-ovn-kubernetes-master-unit/1659636148621807616/artifacts/test/build-log.txt

We need to investigate and fix this asap. Once we fix that, we will need to also get in https://github.com/ricky-rav/ovn-kubernetes-1/commit/d556bde435423732f8547fc8b509986fc21af7b3 as a separate PR perhaps..and ensure all unit tests are passing d/s.
