NetworkManager not able to reconnect the interfaces ports to the switch post reboot

      Description of problem:

      After rebooting a switch we see that interfaces configured with NMstate are not automatically reconnected. Maybe this is more a NetworkManager issue than an Openshift issue.

      Version-Release number of selected component (if applicable):

      NMstate Operator on OCP v4.11

      How reproducible:

      Very reproducible

      Steps to Reproduce:

      1.Configure interfaces using NNCP
2.Reboot the switch to which interfaces are connected
3.Check if the interfaces have an IP

      Actual results:

      Interface are up, but they have no IP

      Expected results:

      Interface should have an IP & usable

      Additional info:

      As a workaround customer reboots the node or runs --> nmcli con up
