Description of problem:

After a recent upgrade of a customer cluster the operator-pipeline operator starting failing (pipelines were not triggered at all) and we tried to uninstall it and reinstall it back but the installation process is currently stuck in the "Upgrade Pending" state.

How reproducible:

Steps to Reproduce:

1. Uninstall the openshift-pipelines-operator-rh operator
2. Install the openshift-pipelines-operator-rh from 1.9 channel
3.

Actual results:

Installation is stuck and operator can't be used

Expected results:

Operator is successfully installed and can be used

Additional info:

This is related to OHSS-22318.  A must gather was done and will be attached.
