Description of problem:

Assisted installation is constantly failing during step 4/10 (bootstrap) and 4/7 (nodes)

Version-Release number of selected component (if applicable):

OpenShift version 4.10.59

How reproducible:

Reproducable on our environment only

Steps to Reproduce:

1. Boot 3x nodes from the discovery iso.
2. Continue with the installation.
3. Check status on RedHat console and node logs.

Actual results:

Host failed to install because its installation stage Waiting for control plane took longer than expected 1h0m0s

Expected results:

Complete openshift cluster installation
