      Description of problem:

      If CephClusterErrorState or CephClusterWarningState is firing collect  CephCluster CR and pod definition of rook-ceph-osd-* pods

      Scale down one of the OSD deployments should trigger a warning, scale down all of them (or two) should trigger an Error
