    Description

      Description of problem:

      The mentioned test runs as part of cluster-kube-apiserver-operator-disruptive-single-node CI job. The test is executed only on an SNO platform. The test was designed to test the fallback mechanism that was added to the operator (cluster-kube-apiserver-operator).
      
      The test case provides an incorrect configuration and as a result the kube-apiserver binary never becomes ready. The startup monitor which runs only on the SNO platform should detect unavailability of the server and rollback to the previous version. 
      
      It looks like something is broken and the test is always stuck on: StaticPodFallbackRevisionDegraded condition hasn't been set yet

      Actual results:

      TestFallback fails on: StaticPodFallbackRevisionDegraded condition hasn't been set yet

      Expected results:

      TestFallback passes.

      Additional info:

      Perhaps the first step should be to get logs from the monitor into the must-gather. Without the log from the monitor is hard to debug.
