Ensure that oc commands support idms

      Description of problem:

      In 4.14 the ImageContentSources setting in the install-config.yaml has been deprecated and replaced with ImageDigestSources (https://github.com/openshift/installer/pull/6235). The 'oc' command may be invoked with either the --icsp or --idms parameters depending on the contents of install-config. 

In https://github.com/openshift/installer/pull/7178 the installer can handle either setting but oc also needs to be updated to take the --idms format. This work is being done in https://issues.redhat.com//browse/OCPNODE-1656. This bug is created to track the work being done in OCPNODE-1656 to ensure its available for the installer as part of the 4.14 release.
