Description
Description of problem:
The installer survey lists the region, "cn-fuzhou (China (Fuzhou - Local Region))", but the region doesn't support SLB, and there's no RHCOS image in the region, so that installation in this region would fail.

Additional info:
Besides, the installer survey of 4.11.40 also lists the region, although there does be RHCOS image in the region, I suggest to remove the region from the 4.11 installer survey too, as the region doesn't support SLB for now.
