The current "Updating with a RHCOS custom layered image" section it too general. We should have more specific information about managing it in the context of OpenShift platform updates--including our recommended order of operations for upgrading the entire platform.

We should also explain how to pull the matching image for any arbitrary OCP 4.13+ z-stream so that users can build images in advance of upgrading their platform containers. It's also handy for anyone responsible for managing multiple builds.
