      Cause: Currently the cause is unknown.
      Consequence: In very rare instances the RHCOS ova may be corrupted when downloads
      Workaround: Delete the RHCOS OVA from cache and retry the installer
      Fix: Provides improved reporting in rare occurrence that the RHCOS OVA does not download correctly.
      Result: Installation fails with improved error message rather than failing in terraform.
